If you see a good answer and want to vote thats it is a good answer, Why do you need to be at level 2 to vote?

Yahoo Answers ....What kind of nonsense it that.? When you see a good answer, let that person know it was a good answer, and was appreciated that person took the take the time to answer the other person's question. Forcing someone to be at level 2 in order to vote, is pure nonsense and more like a dictatorship.
